Background chats get their own efficiency check
Finishing a turn in the background now starts the efficiency check for that chat, instead of re-checking whichever chat was open.
After each turn, Bandicot reviews how well the chat used its tokens and tunes it. When a background chat finished, that review ran for the chat open in the window instead, so background work was never reviewed and the open chat was reviewed for turns it did not take.
The review now follows the chat that finished.
