Tool calls are counted once, and all of them
The Inventory now counts every tool call a run makes, and Gateway no longer counts a long chat's earlier calls again on each new turn.
The Inventory missed most tool calls: it counted only the few written outside a run, so a month of work could read as a few dozen calls. It now reads every call each run made, and its counts are rebuilt once on the next start.
Gateway had the opposite problem. After a long chat was compacted, each new turn counted every earlier call again, so one tool could look like it ran tens of thousands of times. New turns now count only their own calls, and older rows that clearly counted the whole history no longer add to the tool, skill and server totals.
