Helpers reuse the same instructions in every folder
Background runs and helper agents now share one set of cached instructions across projects, so starting them costs fewer tokens.
Each background run and helper agent used to get instructions that included the project folder, so every folder paid for a fresh copy. The instructions are now the same everywhere, and the folder details follow as a short note after them. The provider can reuse its cached copy, which lowers the token cost of starting helpers.
