A helper no longer stops when it only says what it will do

A helper session now ends only with a written report. If it just announces its next step, Bandicot tells it to carry on, a few times at most.

Helper sessions work on their own, with nobody watching. Some of them finished a long stretch of work by saying what they were about to do next, and Bandicot took that sentence for the end: the helper was marked done, its folder had no changes, and the chat that started it received the announcement as the report. Now a helper ends only with a message that begins with REPORT:, saying what changed and how it was checked, or what is in the way. Any other ending is answered with a short nudge to carry out what it said. The nudge is capped at three in a row when the helper does nothing in between, so a helper that never reports cannot run forever. A helper you stopped yourself stays stopped.
