Usage counts stay right, and tool changes wait their turn

Gateway counts each turn's own tool calls, Inventory keeps its counts across an update, and a tool change waits until no other chat is using the old set.

Counts

Gateway counted every tool call in a chat's history again on each turn, so busy chats looked far busier than they were. Each turn now counts only its own calls, and older rows that had counted a whole history add nothing.

Inventory used to lose its counts after an update and recount from scratch, and very large tool results could push an item's count out. Counts now carry over an update, and result sizes are kept apart so they cannot crowd out an item.

Tool changes

A tool you turn on or off still takes effect in the next chat, but now only once no other chat is mid-turn, so no chat has its tools change under it. A chat opened while others were busy picks the change up at its first message, and saving Settings changes only the tools it names.
